| Abstract | "Since 1991 much fundamental legislation has been enacted to reform ... the higher education, to enhance its relevance in a new market economy, and to raise standards." In this article are highlighted the difficulties, problems, controversies and key developments in the first post -Soviet years. "Initially, the controversial issue of the growing commercialization of higher education establishments is examined." The author looks "on a more positive note ... at radical innovation in the restructuring of courses on western lines which goes under the name of 'multi-level higher education' and the attempts to broaden curricula and make them more humane." He concludes "with comments on the current trend towards regionalization on government policy which has profound implication for the future of Russian higher education". (DIPF/Text übernommen). |
